      Program Overview:The Common Core of Data (CCD) nonfiscal surveys consist of data submitted annually to the National Center for Education Statistics (NCES) by state education agencies (SEAs) in the 50 states, the District of Columbia, Puerto Rico, the four US Island Areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the US Virgin Islands), the Department of Defense Education Activity (DoDEA), and the Bureau of Indian Education (BIE). In order to provide data comparable across states, NCES and representatives of SEAs have worked since the 1950s to develop and accept common data items and definitions. SEAs report school-, agency-, and state-level education data for the CCD through the US Department of Education's EDFacts collection system. CCD survey staff edits the data to produce the final data file, which NCES uses to construct general-purpose publications and specialized reports. The principal users of CCD nonfiscal data are the federal government; the education research community; state and local government officials, including school boards and LEA administrators; and the general public.   Guidelines for Missing, Not Applicable, and Suppression Code Values: For Numeric Data: -1 denotes missing, not available, or not reported data items. -2 denotes "not applicable" data items. -9 indicates suppressed data because it failed the multi-year edit.

      The national conforming loan limit for mortgages that finance single-family one-unit properties increased from $33,000 in the early 1970s to $417,000 for 2006-2008, with limits 50 percent higher for four statutorily-designated high cost areas: Alaska,  Hawaii, Guam, and the U.S. Virgin Islands.  Since 2008, various legislative acts increased the loan limits in certain high-cost areas in the United States.  While some of the legislative initiatives established temporary limits for loans originated in select time periods, a permanent formula was established under the Housing and Economic Recovery Act of 2008 (HERA).  The 2021 loan limits have been set under the HERA formula.

      Debt and state personal income are based on calendar years; pension and retiree health care data are based on states’ own fiscal years. Pension and debt data are shown starting in 2007—the year before the beginning of the 18-month Great Recession. Other post-employment benefits (OPEB) data is reported since fiscal 2008 because states only began publishing the plans’ unfunded obligations in fiscal 2007, and states were still adjusting to the new reporting standards in the first two years. Starting in fiscal 2017, the Governmental Accounting Standards Board implemented new requirements for reporting on the financial standing of state OPEB programs. As a result, Pew is updating its methodology for publishing unfunded OPEB promises for fiscal 2017 and beyond, and this will be reflected in future updates.The size of a state’s liability is expressed as a percentage of personal income. But when expressing how much a state’s liability has changed, such as between 2007 and 2020, the difference between those percentages is measured in percentage points, not percent.

      Annual net CO2 emission/removal from Forest Land consist of net carbon stock gain/loss in the living biomass pool (aboveground and belowground biomass) associated with Forest and Net Forest Conversion. The FAOSTAT emissions database is computed following Tier 1 IPCC 2006 Guidelines for National GHG Inventories (http://www.ipcc-nggip.iges.or.jp/public/2006gl/index.html) and using area and carbon stocks data compiled by countries in the FAO Global Forest Resource Assessments (http://www.fao.org/forestry/fra/en/). GHG emissions are provided by country, regions and special groups, with global coverage, relative to the period 1990-present (with annual updates), expressed as net stock change Gg C, net emissions/removals Gg CO2 and CO2eq, by forest or net forest conversion and by aggregate (forest land). Implied emission factor for CO2 as well as activity data (area, net area difference, total forest area and carbon stock in living biomass) are also given.

      Note: Source has discontinued Energy-related carbon dioxide (CO2) emissions vary significantly across states, whether considered on an absolute or per capita basis. Total state CO2 emissions include those from direct fuel use across all sectors, including residential, commercial, industrial, and transportation, as well as primary fuels consumed for electric generation. The overall size of a state, as well as the available fuels, types of businesses, climate, and population density, play a role in determining the level of both total and per capita emissions. Additionally, each state’s energy system reflects circumstances specific to that state. For example, some states have abundant hydroelectric supplies, while others contain abundant coal resources. This paper presents a basic analysis of the factors that contribute to a state’s CO2 profile. This analysis neither attempts to assess the effect of state policies on absolute emissions levels or on changes over time, nor does it intend to imply that certain policies would be appropriate for a particular state. The term energy-related CO2 emissions includes emissions released at the location where fossil fuels are consumed. Therefore, to the extent that fuels are used in one state to generate electricity that is consumed in another state, emissions are attributed to the former rather than the latter. Analysis attributing emissions to the consumption of electricity, rather than the production of electricity, would yield different results. For feed-stock application, carbon stored in products such as plastics are subtracted from reported emissions for the states where they are produced.

The Yearbook seeks to improve the public’s knowledge and understanding of state efforts to expand the availability of high-quality education to young children in the 21st century. We hope that this report will serve as a resource for policymakers, advocates, and researchers to make more informed decisions as state-funded preschool education moves forward to further decades of progress.

      Air pollution is considered one of the most pressing environmental and health issues across OECD countries and beyond. According to the World Health Organisation (WHO), exposure to fine particulate matter (PM2.5) has potentially the most significant adverse effects on health compared to other pollutants. PM2.5 can be inhaled and cause serious health problems including both respiratory and cardiovascular disease, having its most severe effects on children and elderly people. Exposure to PM2.5 has been shown to considerably increase the risk of heart disease and stroke in particular. For these reasons, population exposure to (outdoor or ambient) PM2.5 has been identified as an OECD Green Growth headline indicator. The underlying PM2.5 concentrations estimates are taken from van Donkelaar et al. (2016). They have been derived using satellite observations and a chemical transport model, calibrated to global ground-based measurements using Geographically Weighted Regression at 0.01° resolution. The underlying population data, Gridded Population of the World, version 4 (GPWv4) are taken from the Socioeconomic Data and Applications Center (SEDAC) at the NASA. The underlying boundary geometries are taken from the Global Administrative Unit Layers (GAUL) developed by the FAO, and the OECD Territorial Classification, when available. The current version of the database presents much more variation with respect to the previous one. The reason is that the underlying concentration estimates previously included smoothed multi-year averages and interpolations; while in the current version annual concentration estimates are used. Establishing trends of pollution exposure should be done with care, especially at smaller output areas, as their inputs (e.g. underlying data and models) can change from year to year. We recommend using a 3-year moving average for visualisation.

From 2006 on the following countries had their belonging to continent changed - Cyprus from Asia to Europe, and Armenia, Georgia, Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan from Europe to Asia. The total for Trade are/continent includes this change - while in the selections of countries in the pull-down menu for European/Asian countries it is the present classification that will be shown for the whole time period (Cypros belonging to Europe and the other countries to Asia). Statistics Norway do not publish figures for the trade region previously Comecon after 2011.       The maritime transport domain contains quarterly and annual data. Data for transport of goods transported on Ro-Ro units or in containers are also expressed in number of units or number of TEUs (20 foot equivalent units). Data at regional level (NUTS 2, 1 and 0) are also available. The statistics on maritime transport are collected within Directive 2009/42/EC and Commission Decision 2008/861/EC, as amended by Commission Decision 2010/216/EU of the European Parliament and of the Council of 14 April 2010, by Regulation 1090/2010 of the European Parliament and of the Council of 24 November 2010 and by Commission Delegated Decision 2012/186/EU of 3 February 2012. Data are collected by the national competent authorities in the reporting countries using a variety of data sources, such as port administration systems, national maritime databases, customs databases or questionnaires to ports or shipping agents (see section 18.1). The maritime transport data have been calculated using data collected at port level. The data are displayed at port level, regional level, Maritime Coastal Area (MCA) level and country level. The data are presented in six collections, displaying main annual results, short sea shipping, passengers, goods vessel traffic and regional statistics.

      Unit of measure used: Thousands   OECD countries seldom have tools specifically designed to measure the inflows and outflows of the foreign population, and national estimates are generally based either on population registers or residence permit data. This note is aimed at describing more systematically what is measured by each of the sources used.   Flows derived from population registers   Population registers can usually produce inflow and outflow data for both nationals and foreigners. To register, foreigners may have to indicate possession of an appropriate residence and/or work permit valid for at least as long as the minimum registration period. Emigrants are usually identified by a stated intention to leave the country, although the period of (intended) absence is not always specified.   When population registers are used, departures tend to be less well recorded than arrivals. Indeed, the emigrant who plans to return to the host country in the future may be reluctant to inform about his departure to avoid losing rights related to the presence on the register. Registration criteria vary considerably across countries (as the minimum duration of stay for individuals to be defined as immigrants ranges from three months to one year), which poses major problems of international comparison. For example, in some countries, register data cover a portion of temporary migrants, in some cases including asylum seekers when they live in private households (as opposed to reception centres or hostels for immigrants) and international students.   Flows derived from residence and/or work permits   Statistics on permits are generally based on the number of permits issued during a given period and depend on the types of permits used. The so-called “settlement countries” (Australia, Canada, New Zealand and the United States) consider as immigrants persons who have been granted the right of permanent residence. Statistics on temporary immigrants are also published in this database for these countries since the legal duration of their residence is often similar to long-term migration (over a year). In the case of France, the permits covered are those valid for at least one year (excluding students). Data for Italy and Portugal include temporary migrants.   Another characteristic of permit data is that flows of nationals are not recorded. Some flows of foreigners may also not be recorded, either because the type of permit they hold is not tabulated in the statistics or because they are not required to have a permit (freedom of movement agreements). In addition, permit data do not necessarily reflect physical flows or actual lengths of stay since: i) permits may be issued overseas but individuals may decide not to use them, or delay their arrival; ii) permits may be issued to persons who have in fact been resident in the country for some time, the permit indicating a change of status, or a renewal of the same permit.   Permit data may be influenced by the processing capacity of government agencies. In some instances a large backlog of applications may build up and therefore the true demand for permits may only emerge once backlogs are cleared.   Flows estimated from specific surveys   Ireland provides estimates based on the results of Quarterly National Household Surveys and other sources such as permit data and asylum applications. These estimates are revised periodically on the basis of census data. Data for the United Kingdom are based on a survey of passengers entering or exiting the country by plane, train or boat (International Passenger Survey). One of the aims of this survey is to estimate the number and characteristics of migrants. The survey is based on a random sample of approximately one out of every 500 passengers. The figures were revised significantly following the latest census in each of these two countries, which seems to indicate that these estimates do not constitute an “ideal” source either. Australia and New Zealand also conduct passenger surveys which enable them to establish the length of stay on the basis of migrants’ stated intentions when they enter or exit the country.

      Unduplicated head count: Unduplicated head count of students enrolled over a 12-month period for both undergraduate and graduate levels. These enrollment data are particularly valuable for institutions that use non-traditional calendar systems and offer short-term programs. Because this enrollment measure encompasses an entire year, it provides a more complete picture of the number of students these schools serve. Instructional activity: Instructional activity measured in total credit and/or contact hours delivered by institutions during a 12-month period.  The credit hour and contact hour activity data are used to derive 12-month full-time equivalent (FTE) enrollments for both undergraduate and graduate levels. The graduate level does not include credit hours for doctoral professional practice students.

      Land resources are one of the four components of the natural environment: water, air, land and living resources. In this context land is both: a physical "milieu" necessary for the development of natural vegetation as well as cultivated vegetation;a resource for human activities.  The data presented here give information concerning land use state and changes (e.g. agricultural land, forest land).  Land area excludes area under inland water bodies (i.e. major rivers and lakes).   Arable refers to all land generally under rotation, whether for temporary crops (double-cropped areas are counted only once) or meadows, or left fallow (less than five years). These data are not meant to indicate the amount of land that is potentially cultivable.  Permanent crops are those that occupy land for a long period and do not have to be planted for several years after each harvest (e.g. cocoa, coffee, rubber). Land under vines and trees and shrubs producing fruits, nuts and flowers, such as roses and jasmine, is so classified, as are nurseries (except those for forest trees, which should be classified under "forests and other wooded land").  Arable and permanent crop land is defined as the sum of arable area and land under permanent crops.  Permanent meadows and pastures refer to land used for five years or more to grow herbaceous forage crops, either cultivated or growing wild (wild prairie or grazing land).  Forest refers to land spanning more than 0.5 hectare (0.005 km2) and a canopy cover of more than 10 percent, or trees able to reach these thresholds in situ. This includes land from which forests have been cleared but that will be reforested in the foreseeable future. This excludes woodland or forest predominantly under agricultural or urban land use and used only for recreation purposes.

All values are per adult in a family unless otherwise noted. The state minimum wage is the same for all individuals, regardless of how many dependents they may have. The poverty rate is typically quoted as gross annual income. We have converted it to an hourly wage for the sake of comparison.

Almost all of these trips occur in the nation’s 100 largest metro areas, which account for over 95 percent of all transit passenger miles traveled. So in addition to developing overall food insecurity estimates for every county and congressional district, Map the Meal Gap also estimates child food insecurity rates in every county and congressional district in every state in the United States. As with counties, it is important to note that no congressional district is free of food insecurity. It is our hope that food banks, partner agencies, policy makers, business leaders, community activists and concerned citizens will use this information to fully engage in the fight against hunger.

      Educational attainment in a science, engineering, or technology (SET) field gives people greater opportunities to work in higher-paying technical jobs than are generally available to those in other fields of study. Earning an associate's degree in an SET field also prepares an individual for more advanced technical education. This indicator represents the extent to which a state provides associate's level training in SET fields, controlling for the size of its college-age population. The cohort 18–24 years old was chosen to approximate the age range of most students who are pursuing an associate's degree. The National Center for Education Statistics counts the number of associate's degrees awarded in SET fields; these data include degrees in science and engineering technology fields that are not included with other similar indicators where only S&E fields are included. Associate's degrees are awarded at both 2-year and 4-year institutions in the United States, and there may be regional variations in the degree awards, based on the relationship of these institutions to each other in each state. Estimates of the population aged 18–24 years old are provided by the U.S. Census Bureau. Small differences in the indicator value between states or across time generally are not meaningful. Because students may move across state lines after receiving their associate's degrees, this indicator does not necessarily predict the qualifications of a state's future technical workforce.

      Health Professional Shortage Area (HPSA) designations are used to identify areas and population groups within the United States that are experiencing a shortage of health professionals. There are three categories of HPSA designation based on the health discipline that is experiencing a shortage: 1) primary medical; 2) dental; and 3) mental health. The primary factor used to determine a HPSA designation is the number of health professionals relative to the population with consideration of high need. Federal regulations stipulate that, in order to be considered as having a shortage of providers, an area must have a population-to-provider ratio of a certain threshold. For mental health, the population to provider ratio must be at least 30,000 to 1 (20,000 to 1 if there are unusually high needs in the community). The number of mental health care HPSA designations includes HPSAs that are proposed for withdrawal and HPSAs that have no data. By statute, designations are not withdrawn until a Federal Register Notice is published, generally once a year on or around July 1.

As part of the GallupSharecare State of American Well-Being series, this report examines well-being across the nation, including how well-being varies by state and which states lead and lag across the five elements of well-being. The five elements are: • Purpose: liking what you do each day and being motivated to achieve your goals • Social: having supportive relationships and love in your life • Financial: managing your economic life to reduce stress and increase security • Community: liking where you live, feeling safe, and having pride in your community • Physical: having good health and enough energy to get things done daily Overall, 2017 was a challenging year for Americans’ well-being. The national Well-Being Index score for the U.S. in 2017 was 61.5 – a decline from 62.1 in 2016. This overall drop was characterized by declines in 21 states, easily the largest year-over-year decline in the 10-year history of the Well-Being Index. Not a single state showed statistically significant improvement compared to the previous year, which is also unprecedented in Well-Being Index measurement. In the state rankings, South Dakota and Vermont, followed by Hawaii, were the highest well-being states in 2017. South Dakota has ranked among the highest six states every year since 2013 and Vermont, which had the sixth highest well-being in 2016, shares the highest well-being score (64.1) in 2017. Neither state had scored at the top of the well-being state rankings before. Hawaii, which along with Colorado holds the distinction of ranking in the top 10 highest well-being states each year since 2008, ranked just below South Dakota and Vermont in 2017 with a score of 63.4. In 2016, Hawaii was ranked in first place with a 65.2 well-being score.       Supply Utilization Accounts and Food Balance Sheet present a comprehensive picture of the pattern of a country's food supply during a specified reference period. The food balance sheet shows for each food item - i.e. each primary commodity and a number of processed commodities potentially available for human consumption - the sources of supply and its utilization. The total quantity of foodstuffs produced in a country added to the total quantity imported and adjusted to any change in stocks that may have occurred since the beginning of the reference period gives the supply available during that period. On the utilization side a distinction is made between the quantities exported, fed to livestock, used for seed, put to manufacture for food use and non-food uses, losses during storage and transportation, and food supplies available for human consumption. The per caput supply of each such food item available for human consumption is then obtained by dividing the respective quantity by the related data on the population actually partaking of it. Data on per caput food supplies are expressed in terms of quantity and - by applying appropriate food composition factors for all primary and processed products - also in terms of caloric value and protein and fat content.

      Rail Intermodal Keeps America Moving Containers accounted for 44 percent of intermodal volume in 1990, 69 percent in 2000, and a record 91 percent in 2016. Unlike trailers, containers can be “double stacked,” sharply increasing productivity and helping to ensure that there is sufficient traffic density to keep rail intermodal cost competitive with all truck movements.       Vineyard acreage is based on United Nations Food & Agriculture Organization (FAO) data, Eurostat data and estimates and reports from individual countries. It includes vineyards used for the production of wine variety grapes, raisin variety grapes, table grapes (for the fresh market) and juice grapes (for the production of grape juice and grape juice concentrate). Wine consumption includes data for 225 countries during the period 2011-2014. Consumption has been estimated by TDA by aggregating the exports of the major wine producing countries to each individual country. The aggregation includes 41 countries including the EU 28, Argentina, Australia, Canada, China, Chile, Hong Kong, New Zealand, Singapore, South Africa, South Korea, Ukraine, United States, and Uruguay. The November 2015 revision pertains to Sweden. Wine production quantity indicated for China does not include the production of Chinese yellow wine; quantity indicated for Japan does not include the production of Sake; quantity indicated for Korea does not include the production of fruit wine and rice wine.
