The White House

To provide the President with the support needed to govern effectively, the Executive Office of the President (EOP) was created in 1939 by President Franklin D. Roosevelt. The EOP has responsibility for tasks ranging from communicating the President’s message to the American people to promoting our trade interests abroad. Overseen by the White House Chief of Staff, the EOP has traditionally been home to many of the President’s closest advisors.

      The reduction in outlays for defense research and development from 2016 to 2017 is due in part to a redefinition of categories, as certain defense outlays formerly classified as research and development were reclassified as acquisition of major equipment as of 2017. The amounts reclassified were $27.0 billion in budget authority and $24.5 billion in outlays.The Atomic energy defense component includes relatively small amounts of R&D for FEMA beginning in 1983.The reduction in outlays for defense research and development from 2016 to 2017 is due in part to a redefinition of categories, as certain defense outlays formerly classified as research and development were reclassified as acquisition of major equipment as of 2017. The amounts reclassified were $27.0 billion in budget authority and $24.5 billion in outlays.
